Public education in Phelan is provided by the Snowline Joint Unified School District, a Pre-K–12 district serving roughly 8,000 students across 13 schools. Phelan sits along State Route 138, which runs east toward Victorville—about 18 miles away—and west toward the Antelope Valley, with Palmdale roughly 30 miles to the west. State Route 18 and other desert roads connect the community to the surrounding High Desert and the San Gabriel Mountain communities. For most residents, daily errands, work, and services involve a drive into Victorville, Hesperia, or the Palmdale–Lancaster area, as Phelan itself has limited commercial development and no incorporated city services.

Recreation in Phelan centers on the outdoors. The community's large lots and open desert provide room for equestrian activity, off-road recreation, and open space at home, while the San Gabriel Mountains rise to the south. Nearby Wrightwood offers mountain hiking, and the region's proximity to Mount Baldy and the Angeles and San Bernardino national forests adds seasonal outdoor options. For shopping, entertainment, and organized recreation, residents travel to Victorville, Hesperia, or the Antelope Valley.
